Do I need to register a scooter, moped, or scooter?
Any motor vehicle with an engine power of more than 50 horsepower inclusive is subject to mandatory registration .
For motorcycle vehicles (motor scooter, scooter, moped) with an engine power of up to 50 cc, registration with the traffic police is not required.
To register, when purchasing a motor vehicle, you need a vehicle passport (PTS).
For driving motor vehicles over 50 hp. you need a driver's license with category A. If the scooter, scooter, moped has an engine power of less than 50 hp. and you can drive it without registration, you can’t do without a license. You need a driver's license, category M or any other open category.

The traffic police authorities, when contacting them with a request to register a low-power vehicle, will request the established package of documents:
- owner's passport;
- vehicle passport;
- document confirming the purchase of the scooter (receipt or receipt);
- a copy of the cargo customs declaration, in the case when the vehicle is registered for the first time (if the moped was purchased second-hand and was already registered, the declaration will not be required).
Registration with the traffic police
Before registering a moped or scooter with the traffic police, you need to make motor vehicle insurance in the name of the future owner, make one photocopy and two copies of the vehicle’s passport. To obtain an MTPL policy, you must undergo a technical inspection of your vehicle.
- Pass the technical inspection and receive the appropriate passing certificate.
- Purchase an MTPL insurance policy.
- Pay the state fee for registering your motor vehicle.
- Make photocopies of the necessary documents.
- With originals and copies of documents, go to the local traffic police department.
- Check the license plates on the vehicle.
- Pick up the completed documents, receive a registration certificate and state registration plate.

How to register a scooter with the traffic police
First, you need to undergo a medical examination at the clinic at your place of residence (or a private one) and get a certificate, then open category A. If everything has already been done and the scooter has been purchased, it must be registered with the inspectorate within 10 days after purchase. Otherwise, they may be fined from 1,500 to 2,000 rubles. During this time, you need to undergo technical inspection and buy compulsory motor insurance.
Important! If the seller gave the buyer a valid diagnostic card along with other documents, there is no need to undergo a technical inspection until the deadline. But the old OSAGO is of no use.
You can submit an application for registration through the MFC, in person at the State Traffic Safety Inspectorate, or through Gosuslugi. The latter option is more profitable: people who pay the fee there are given a 30% discount upon payment.
How to do everything step by step:
- Make an appointment at the traffic police department. Without an appointment, you will have to take a ticket at the terminal and wait your turn.
- Come to the department with documents, submit an application (filled out on the spot).
- Wait for changes to the PTS and registration of the STS.
The entire procedure usually takes no more than one day.
Documents for registration

How to register a motor vehicle without documents?
In order to register a moped, scooter or scooter without documents , you need to collect all available documents (if any) - checks, sales agreements and the like, on the basis of which the authorities will understand that this vehicle is yours. Vehicle without documents:
- Go to the local traffic police department with a coupon for the purchase of motor vehicles and a Russian passport. If the coupon is not in the name of the future owner or it is missing, it is better to check the exact information at the MREO at the place of registration (either you don’t need to do anything, or you need to write an additional application).
- At the plate reconciliation site, the necessary paperwork for reconciliation is filled out and all fees and forms are paid.
- A reconciliation is carried out, after which the workers themselves affix all the stamps and fill out the forms. This can be done at any site, similar to checking license plates for cars (for a fee).
- With the available documents, you need to go to the MREO at your place of registration and write a corresponding application for vehicle registration.
After registering a motor vehicle (motor scooters, scooters, mopeds) without documents, it cannot be deregistered for the next three years .
A driver's license is not required to register any vehicle.

What if the vehicle is not registered on time?
The period for registering a scooter is 10 days from the date of its purchase. The calculation is made from the date specified in the purchase and sale agreement. If this period was violated, the owner will have to pay a fine (Part 1 of Article 19.22 of the Code of Administrative Offenses of the Russian Federation) in the amount of:
- 1500-2000 rubles – for individuals.

If a traffic police inspector stops a driver driving an unregistered scooter, he will face a fine of 500-800 rubles. For a repeated violation, the owner will be deprived of his rights for 3 months, or a fine of 5,000 rubles will be issued (Article 12.1 of the Code of Administrative Offenses of the Russian Federation).
Starting from 2021, the majority of scooters used in Russia have been equated to full-fledged vehicles. This means that in order to drive them on public roads, you need to go through the registration procedure and obtain a category “M” license.

How to deregister a motorcycle vehicle?
- You should contact the MREO with all documents for the vehicle. In the document preparation window, you need to fill out an application for deregistration of a motorcycle vehicle and a notice for payment of all duties.
- Receipts are paid, then the numbers are verified. At the reconciliation site, you also need to fill out an application and pay for forms and receipts. After this, the reconciliation itself is carried out and the papers are filled out and stamps are affixed.
- Having returned to the MREO, you need to submit all documents and wait for the issuance of a registration certificate, deregistration papers and transit numbers (if necessary).
The procedure for registering and deregistering mopeds, scooters, and scooters has not been fully worked out , so there are many unfinished aspects in it.

In accordance with paragraph 1.2 of the Russian Federation Traffic Regulations:
“Moped” is a two- or three-wheeled mechanical vehicle, the maximum design speed of which does not exceed 50 km/h, having an internal combustion engine with a displacement not exceeding 50 cubic meters. cm, or an electric motor with a rated maximum power in continuous load mode of more than 0.25 kW and less than 4 kW. ATVs with similar technical characteristics are considered mopeds.
Also, mopeds equipped with an electric motor with a minimum power not exceeding 0.25-4 kW, which equates to a volume of fifty cubic centimeters, also fall under this category. Moreover, even bicycles with mounted motors are also required to register if their characteristics exceed the permissible limits.
It is worth noting the fact that for drivers who already have a “B” series driving category, they can safely use a scooter, since they do not need to pass exams to open the “M” category for driving. This can be done starting from the age of 16, since the State Traffic Inspectorate annually recorded traffic accidents involving minor drivers of low-power scooters. It was this fact that became the key to changing the age limit.
Despite the fact that mopeds up to 50 cc. registration is not required; it is advisable to have with you title documents confirming your rights as the owner of this vehicle.
To register, you will need to take out a compulsory motor liability insurance policy on a voluntary basis; many insurance companies provide this opportunity.
To ride a scooter, drivers must complete the following documents:
— undergo a state technical inspection and receive a coupon that certifies the passage;
— MTPL insurance (on a voluntary basis, but in some cases it is indispensable);
— register with the traffic police;
— availability of a medical certificate that authorizes the use and driving of this vehicle;
— actually, a license (driver’s license), without which driving is illegal (categories M, A, A1).
If there is no document confirming registration or no driver’s license, the driver faces a fine. This is stated in Part 1 of Art. 12.7 of the Code of the Russian Federation on Administrative Violations. The size of the fine varies depending on the severity of the situation. It starts from 5,000 (five thousand) rubles and reaches 15,000 (fifteen thousand) rubles.

Owners of mopeds and scooters underestimate the danger of this type of transport.
The scooter driver is a full-fledged participant in the road traffic who is obliged to know and comply with all the requirements of the Road Traffic Rules. To drive a scooter, you must have a driver's license of category "AM", the moped must be registered with the State Traffic Inspectorate. For safety reasons, it is prohibited to ride a scooter without a fastened motorcycle helmet.
You should know that the speed of a scooter is significantly lower than other vehicles on the road, which means that in order not to interfere with other road users, you can move on a moped no further than 1 meter from the right edge of the roadway. In this case, driving further than 1 meter from its right edge is allowed only to go around an obstacle and, in permitted cases, to turn left or make a U-turn.
Thus, being away from the main traffic flow, the moped driver himself is safer and does not disturb anyone. This requirement must also be strictly followed because the scooter driver is much less protected from injury in the event of an accident.
Like any vehicle, a scooter must be used only in technically sound condition, without any modifications. The traffic rules also define a number of prohibitions for the driver of a moped or scooter, namely:
– you cannot move without holding the steering wheel and (or) keeping your feet on the footrests, because with such a driving position, you cannot fully control the behavior of the scooter, and will not be able to react in time to the changed road situation;
– on a road that has a tram track, and on a road that has more than one lane for traffic in a given direction, you cannot turn left or turn around;
– passengers cannot be transported on a moped if this is not provided for by the design of the moped; if there is a designated seat, the passenger must be over 12 years old;
– you cannot transport cargo that protrudes more than 0.5 meters in length or width beyond the dimensions of the vehicle, as well as cargo that interferes with the control of this vehicle;
– the moped driver is prohibited from driving on sidewalks, bicycle and pedestrian paths, and paths for riders.
At the same time, moped owners should remember that it is mandatory to drive during the day with low beam headlights on. It would be a good idea to wear a vest or high-visibility clothing with reflective inserts. This will make you more visible to other road users.

How is the procedure done?
The process of registering a motor vehicle is similar to the procedure for registering a car:
- Passing technical inspection.
- Conclusion of the MTPL agreement.
- Visiting the traffic police department and providing the vehicle for inspection by an inspector.
- Submitting documents to the registration window.
To register a vehicle, the following package of documents is required:
- Statement of the established form.
- Identification.

- Issuance of a registration certificate: 500 rubles.
- Issuance of state registration numbers: 1500 rubles (if necessary).

For most car enthusiasts, these changes will go unnoticed. Because they will not affect the license plates we are used to. As explained by the press service of the Federal Agency for Technical Regulation and Metrology (Rosstandart), the fonts, structure and overall dimensions of the main types of registration plates have been preserved without changes. The new technical standard maintains the continuity of GOST R 50577-93, which sets out the requirements for license plates on our cars, trucks and buses.
The development of the new standard was carried out by the National Center for Road Safety of the Ministry of Internal Affairs of Russia. During its preparation, proposals from the State Traffic Safety Inspectorate, the Ministry of Defense, the Ministry of Agriculture and other departments were taken into account.
There are also changes in the national standard that we will soon notice on the roads. Among the main innovations: a type of registration plates has been introduced for vehicles with a non-standard mounting location. We are talking about American cars with square and two-line license plates, as well as right-hand drive Japanese cars.
In addition, the overall dimensions of the registration plate for motorcycles have been reduced - instead of the current 245x185 mm there will be 190x145 mm. At the same time, the structure and designation of the type of motorcycle license plates will remain the same. The new standard also introduces a type of registration plate for motorcycles of diplomatic and consular missions.
In addition to the existing ones, the type of registration plates for off-road motorized vehicles not intended for driving on public roads - snow and swamp-going vehicles and all-terrain vehicles - is being introduced. New license plates will appear for mopeds, sports and vintage cars.
“The issuance of new signs will be carried out after the approval of regulatory legal acts regulating the procedure for registering these types of vehicles,” Rosstandart explained. — To produce signs, the owner of a car or motorcycle can, on his own initiative, contact the appropriate organization. It should be taken into account that these signs can be manufactured by organizations that have a certificate of approval of the manufactured sample of these types of state registration plates of vehicles.”
The press service emphasized that the exchange of license plates and their issuance are not regulated by Rosstandart. “Additional clarifications must be obtained from the State Traffic Inspectorate or the Ministry of Internal Affairs of Russia,” Rosstandart clarified.
