Registering a car by proxy
To register by proxy, the following documents will be required:
- Statement.
- Passport of the authorized person, i.e. the person to whom the power of attorney has been issued.
- Passport of the car owner (from January 1, 2020).
- A document certifying ownership of the vehicle (car purchase and sale agreement, gift agreement, certificate of inheritance, etc.).
- Power of attorney for registration.

Most frequently asked questions:

- No, you must file a claim in court.
- How is it possible to register a vehicle?
- Having received a court decision recognizing ownership of the vehicle, contact the State Traffic Safety Inspectorate, attaching the said court decision.
- Is it possible to go to court before the expiration of the temporary registration of a vehicle?
- Yes, it is possible and even necessary, but often citizens are incorrectly explained the procedure for registering a vehicle after the expiration of a five-year period, to the point that they were initially told: “five years will pass, we will register your car,” but this is not at all the case.
- Can the vehicle be used after the expiration date?
- No, this constitutes an administrative offense.
Is it possible to register a car purchased under a general power of attorney after 5 years?
It should be understood that the registration of a vehicle with the traffic police in itself does not constitute state registration of the transfer of ownership of property.
To issue a title to a vehicle, you just need to provide a title document for the car, usually a purchase and sale agreement. It is established by law that a car is registered on the basis of documents certifying ownership, as well as vehicle passports issued by the customs authorities of the Russian Federation after they have completed the regime of temporary import of vehicles.
However, with cars that were purchased under a general power of attorney in Ukraine, the situation is different; at best, there is a receipt (it is also not a document of title) and a general power of attorney for the right to drive the vehicle.
The problem is this: a power of attorney is not a document confirming the transfer of ownership.

Thus, there is only one answer: it is impossible to register a vehicle out of court.
Re-registration of a car purchased under a general power of attorney through the court.
Re-registration of a car purchased under a general power of attorney is possible only upon provision of a title document for the vehicle; confirmation for registration of ownership with the State Traffic Safety Inspectorate will be a court decision.
If a specialist conducts the trial competently and provides the court with sufficient evidence, the court will be able to conclude that from the moment of transfer of the vehicle is in the actual possession of the person who applied to the court, there is sufficient, reliable evidence to satisfy the stated claims.
After a month has passed after the court decision is made, it is necessary to obtain a certified copy of the court decision and apply for registration with the traffic police on the basis of the court decision.

How to register using a general power of attorney
A general power of attorney is a comfortable and very ambiguous thing at the same time. On the one hand, it helps to avoid certain paperwork. On the other hand, it can easily become a source of trouble. A huge part of issued powers of attorney, according to statistics, relates to the car market. Cars are regularly sold and bought using this document. Later, new car enthusiasts have a question: “Can I register a car by proxy ?”
You will need
- general power of attorney;
- automobile
Instructions
1. You can, of course, register a car using a general power of attorney. However, the only limitation associated with this is that you can only register the car in the name of the owner of the car. And a power of attorney simply helps you complete this entire procedure without the participation of the owner, the one who is included in the vehicle passport (PTS). You don’t even need to take his passport with you, since all the necessary data is written in the power of attorney . 2. However, it is worth considering that, according to the traffic police officers, it is allowed to register a car by proxy , but it is impossible to drive it outside the inspection site after this. This is due to the fact that state registration numbers and some other parameters in the documents have changed. Therefore, it is necessary to re-issue the general power of attorney again, taking into account the changed data. So experienced owners recommend that you obtain in advance from the owner of the car, the one that is actually registered in the title, to obtain a handwritten power of attorney for the right to drive this vehicle. All you have to do is register new registration numbers in this temporary permit, and you are allowed to go about your business in peace. 3. Remember that it is necessary to register the car by proxy within the same time limits established by law. Namely, during the period of validity of the “transit” registration plate – this is about 30 days. Or within 5 days after certain circumstances that led to the metamorphosis of registration data. 4. Consider the fact that a general power of attorney for a car can be issued in several ways. There are both handwritten and printed. A general power of attorney must strictly be certified by a notary. This is the only way you can verify the fact that you drive and own the car legally. If the power of attorney is primitively handwritten, then this means that you can only drive the vehicle. it’s unlikely that anyone will register your car without a certified power of attorney
A car that is in the use of a person under a power of attorney for ownership can be put under control by the person with the traffic police. The procedure for applying for control by proxy is not difficult and will take you a minimum of time and money.
You will need
- – civilian passport;
- – technical equipment passport;
- – power of attorney for ownership of a vehicle.
Instructions
1. Drive your vehicle to the nearest MOTOTRER in your region. 2. At the registration window, take an application form to register your vehicle for control. Fill out the application form. 3. Submit the technical equipment passport, civilian passport, application for control and a notarized power of attorney for the right to own the technical equipment at the initial document acceptance window. 4. Wait while the traffic police officer processes the documents received from you. 5. Receive the submitted documents and a receipt for payment of the state fee in the window for the initial acceptance of documents. 6. Pay the state fee at the nearest branch of any bank. The state fee for placing a vehicle under control in Russia is 1,800 rubles. The amount consists of 2 components: 1,500 rubles for issuing license plates and 300 rubles for making changes to the technical equipment passport. 7. Wait for a traffic police colleague to inspect your vehicle on the observation deck. A traffic police colleague will examine the external condition of the car and check the body and engine numbers. As a result of the inspection, the traffic police officer will leave a check mark on your application. 8. Return to the registration window, hand over the application, power of attorney, your passport and the technical equipment passport to the registration employee. 9. Get back these documents and license plates for the car. The technical equipment passport must contain information about the owner. Your case must indicate that you are driving the vehicle under a power of attorney. Note! Remember that state registration of vehicles is an indispensable condition for their operation, so do not delay registration. By law, you are required to put the car under control within five days after its deregistration in another department of the traffic police or purchase. Violation of this data will result in a fine for an administrative crime. Helpful advice Before going to the registration point, be sure to wash your car. Be extremely careful to clean the areas where the body and engine numbers are stamped. A dirty car or unreadable license plates may delay registration until the car is in order. You will have to stand in line to have your car inspected again.
