Passing the inspection

Since identification of a vehicle by an MREO employee is mandatory (defined by Order of the Ministry of Internal Affairs No. 605 of 2013 “On approval of Administrative Regulations”), the driver must go through this procedure. But he also has the right to independently choose any MREO of the Russian Federation.

That is, you can undergo inspection in Moscow, and register the car even in the Khabarovsk Territory. To do this, the owner drives the vehicle to the inspection platform of the MREO, an employee of the organization carries out identification, and then gives the driver a vehicle technical inspection report.

How to register a car without inspecting it

The question of how to register a car without a car presented for inspection at a site near the MREO may arise if the owner wants to register the car in one subject of the Russian Federation, but his car is physically located in another, where the owner does not want to register it for some reason -any reasons.

The procedure for registering a vehicle is described in detail by the Administrative Regulations for the provision of this public service, approved by Order of the Ministry of Internal Affairs of Russia dated December 21, 2019 N 950. In paragraph 61 of the specified regulatory document it is determined that registration consists of the following procedures:

161.1. Acceptance of applications and other documents necessary for the provision of public services.

261.2. Checking the completeness and accuracy of the information specified in the application and attached documents.

361.3. Inspection of the vehicle.

461.4. Making a decision to carry out registration actions or to refuse to carry out registration actions.

561.5. Deciding on the possibility of applying additional markings.

661.6. Registration and signing of documents to be issued to the applicant, assignment of state registration numbers.

761.7. Entering information into automated information systems.

861.8. Issuance of documents and state registration plates.

961.9. Registration and issuance of an extract from the state register of vehicles.

As it becomes clear from the regulations, at step 3, if there is no car for inspection, the procedure will stop and the matter will not come to the issuance of new documents.

However, nothing prevents you from providing the car for inspection by the same authorized employee of the State Traffic Inspectorate (MREO) in the locality where it is physically located. The result of such an inspection will be a technical inspection report drawn up on a special form of the established form (not to be confused with a diagnostic card confirming the completion of regular maintenance). The received Certificate will need to be presented when registering the vehicle with the traffic police department where the owner wants to register his car.

Submission of an application for registration of a car can be carried out by appointment on the single State portal https://www.gosuslugi.ru/10059/3. The advantage of this registration method is not only the absence of the need to wait in line at the State Traffic Inspectorate, but also a 30% discount valid from January 1, 2017 to January 1, 2021, subject to payment of state fees for vehicle registration directly on the portal. How to register a car?

The technical inspection report is valid for only 20 days. Therefore, the vehicle owner needs to quickly resolve the registration issue. After receiving the technical inspection certificate in hand, the vehicle owner must take with him the specified certificate, vehicle license plates, vehicle passport, his personal passport and go to the MREO, where registration will be carried out.

Registration without presenting a car

To save time, the driver can make an appointment in advance at the MREO using the State Services portal. There, on the portal, you can download an application to register your vehicle and pay the state registration fee with a 30% discount. Both the application and payment receipt will need to be printed. At the appointed time, you need to appear at the MREO and submit the above documents to the vehicle registration window along with a completed application and a receipt for payment of the state duty. After a certain time, the owner will receive a vehicle registration certificate and new license plates.

Is it possible to register a car without a car?

The procedure for registering a vehicle is confirmed by official papers, which must be presented to the traffic police upon request.

One of them is the “vehicle registration certificate,” which contains information about the owner and the vehicle.

In what cases is this possible?

The legislator has provided for the registration of vehicles without its provision. The procedure involves not only time, but also financial costs.

It can really be done without difficulty if:

  1. The vehicle title contains a note that the owner has paid a recycling fee.
  2. When the vehicle is inoperative, when it is not transportable.

The traffic police has the right to order a forensic examination if the data indicated on the vehicle does not coincide with the data recorded in the vehicle title.

The same applies to cases when it is impossible to establish the engine or body number.

If the reconciliation proceeds without complications, then the car owner will be given a technical inspection certificate, which is submitted for registration of the vehicle inspection certificate.

The procedure for registering vehicles is carried out in an application form.

It involves the payment of a state duty, which is enshrined in the provisions of Article 333.33 of the Tax Code of the Russian Federation. Its size is determined by the specific type of action performed in favor of the car owner.

Deadlines

The regulations of Federal Law No. 40-FZ define a period of 10 calendar days.

It applies to vehicles that were purchased during a purchase and sale transaction.

As for vehicles in use, the legislator prohibits driving them after the expiration of the insurance contract.

When completing a purchase and sale transaction, a single inspection of the vehicle must be carried out, which is noted in a number of legislative acts. It is formalized by an act, the validity of which is 20 days.

Its new owner must complete the registration documentation within the specified period. At the same time, there is a standard for registration to be completed within 10 days.

As for the ownership of a vehicle, it is formalized by a notary on the basis of an agreement concluded between the seller and the purchaser.

Can I use the services of an intermediary?

The legislation does not prohibit the registration of vehicles by third parties. But at the same time, such a person must have a power of attorney from the owner of the vehicle, allowing him to register the car. This type of power of attorney does not require notarization. The document itself must include: details of the parties, a list of powers of the trustee, date of preparation and signature of both parties. Unless otherwise specified in the document, the power of attorney is valid for exactly 1 year from the date of its preparation.

Thus, the owner of the vehicle, upon receipt of the technical inspection report from the MREO employees, can send by mail to his authorized representative, who is located in the desired region, the specified report, license plates, vehicle passport and power of attorney. After receiving the parcel, the authorized person can register the car. You must have your personal passport with you.

Is it possible to re-register a car without insurance?

  • Statement (clause 27.1).
  • Identity document (clause 27.2).
  • Power of attorney when submitting documents by an authorized person (clause 27.2.6).
  • Documents identifying the vehicle (clause 27.3).
  • Documents confirming ownership (clause 27.4.1).

Important!

Paragraph 30 of the said regulations directly stipulates that the documents received by registration departments from state bodies and organizations in electronic form, which can also be submitted by the applicant on his own initiative, include: an insurance policy for compulsory civil liability insurance of vehicle owners - in case of registration of the vehicle for state registration and in the event of registration actions related to a change in the owner of the vehicle.

Another question that arises when buying a car: is it necessary to change the insurance when re-registering the car to a new owner (yes, it is necessary).

The answer is given

When the right to own a vehicle arises (acquiring ownership of it, receiving it for economic or operational management, etc.), the owner of the vehicle is obliged to insure his civil liability before registering the vehicle, but no later than ten days after the right to own it arises.”

In accordance with Art. 12.37 of the Code of Administrative Offenses of the Russian Federation, failure by the vehicle owner to fulfill the obligation to insure civil liability entails a fine of 800 rubles.

Changes since 2013

Order of the Ministry of Internal Affairs No. 605 of 2013 abolished the need to register a vehicle at the place of registration of its owner. According to paragraph 24.5 of the said Order, the owner of a vehicle, whether an individual or a legal entity, has the right to register his vehicle in any of the divisions of the MREO, regardless of what region of the Russian Federation it is located. These changes have significantly simplified the procedure for registering cars, but at the same time, registration (as well as re-registration) of vehicles is impossible without its inspection by an expert commission of the State Traffic Safety Inspectorate.

Is it possible to carry out the procedure without the car itself?

The registration procedure is accompanied by filling out the relevant documents. The main confirmation of registration is a certificate issued to the owner of the car by the traffic police. The certificate contains information about the car and its owner, it is filled out based on the inspection performed.

However, there are situations when it is not possible to provide a car for it. The legislation provides for such cases. One of them is the non-working condition of the car, as a result of which it is impossible to provide it for inspection. Or the transport is located in one region, and the owner in another.

To register a car without it being directly at the inspection site, you will have to spend both additional time and more financial resources.
