We remind you that the dates of technical inspection are considered whole years. That is, for example, if a vehicle of category “C” produced in 2021 is purchased in January 2021, then in order to obtain compulsory motor liability insurance it must first undergo a technical inspection, since 1 year has passed since the year of manufacture.

According to the rules approved in Russia, in order to be able to drive a car on the country’s roads, the owner must have a diagnostic card confirming its serviceability. To facilitate obtaining information about valid vehicle inspection coupons, the EAISTO database was created. It contains information about all vehicle diagnostic cards. Traffic police officers and motorists themselves can easily verify the authenticity of the inspection ticket. To do this, you just need to run it through the electronic database.

ROAD Initiative

The issue of punishment for incorrect mileage has been raised more than once by the Russian Automobile Dealers Association; this is a large association, in Russia it was organized in 1994 and currently represents the interests of more than 1,100 dealership centers, which account for more than 55% of new car sales in RF.

President of the ROAD Association Oleg Moseev proposes to fine companies that provide mileage reduction services by 1 million rubles, and individuals by 300,000 rubles:

Let's make it clear that the provision of these services is a violation of the law, which is punishable by a fine of 1 million rubles for a legal entity and 300,000 rubles for an individual. We are discussing this issue with law enforcement agencies, because we understand that these amounts will interest the authorities to go after these people, and if Yandex and Google are obliged to remove such advertisements, then everything will become even simpler.

At the same time, the Road Traffic Safety Inspectorate noted that it is impossible to introduce liability for the car owner for excess mileage in Russia, since the country does not have a database of accumulated information on mileage. In other words, there are no objective databases with real mileage. Ultimately, this can lead to a conscientious buyer buying a car whose mileage was reduced by the previous owner, who is unaware of it.

The initiative of the ROAD Association did not find support from the Russian Ministry of Internal Affairs; in their opinion, the distorted mileage of cars does not in any way affect road safety.

Russia has a fairly impressive market for used cars; both dealers and ordinary citizens have the right to sell them. It is not uncommon for sellers to change odometer readings to inflate the price tag. Essentially, this is a scam.

According to ROAD, today in the country about 10–30% of cars from the entire vehicle fleet, numbering about 50 million cars, have changed odometer data.

What information does EAISTO provide?

Checking the technical inspection using the EAISTO database will allow the motorist to obtain the following information:

  • date of issue of the technical inspection certificate;
  • validity period of the document;
  • vehicle brand;
  • vehicle model;
  • vehicle registration number;
  • who carried out the technical inspection.

Concept of technical inspection service

The technical inspection database (EAISTO) is a special point in which all information about the mileage of cars and their technical condition is stored.

All indicators are recorded on the basis of diagnostic cards after undergoing maintenance.

Institutions that have passed accreditation have the right to conduct technical inspections. There are more than a hundred of them in Russia.

Anyone can check the mileage of a car by technical inspection by contacting the appropriate service. As a rule, there is such a need when purchasing used vehicles.

Car owners, insurance company employees and traffic police officers have the right to contact EAISTO for information on mileage.

All insurance companies require a diagnostic card after purchase. Failure to obtain a document may result in a fine of 5,000 rubles.

The mileage request is sometimes requested by car dealerships if the car is an entry fee.

  • technical failure in the traffic police system (happens very rarely);
  • service station employees did not provide information about new diagnostic cards;
  • The maintenance coupon is invalid, so it simply cannot be in the database.

If the problem is on the side of the traffic police system, then car owners will find out about it quickly. This is reported in the news. As a result, the car owner only needs to wait until the problems with access to the database are resolved by specialists, and then try to check his inspection ticket again.

To find out whether a problem with the information arose due to the slowness of the service station operator, it is worth contacting representatives of the station where the motorist had his car checked and ask whether the data was transferred. After the information has been sent, after some time you need to check the maintenance again using the EAISTO database. They should appear.

Some motorists do not go to specialized service stations to have their cars checked, but purchase maintenance on the Internet from dubious sellers. But fraudsters do not have access to the traffic police database, as a result of which the website will not display information from the inspection tickets they sold. To avoid getting into an unpleasant situation when the diagnostic card is invalid, you should not be tempted to buy it online without undergoing a legal inspection.

Is it possible to find out the mileage of a car for free using the technical inspection database?

As a rule, many car enthusiasts wonder: is it possible to check the mileage of a car using the technical inspection database for free? The thing is that many citizens are accustomed to the fact that they have to pay for any information.

However, there are exceptions everywhere, as a result of which a single EAISTO portal has been created, which is ready to provide information to citizens completely free of charge. It doesn't matter how many times you requested the information. The single service does not set any restrictions on requests per day.

Another undoubted advantage is the fact that to receive a free report you do not need to provide all personal information and register. You can get a mileage report from any device that has Internet access.

Features of the procedure

During the inspection, the traffic police inspector pays attention to the following details:

  1. verifies the data of the numbers (VIN code, chassis and body) in the documents provided by the car owner (PTS, STS) with the data stamped on the car;
  2. checks the level of tinting of vehicle windows;
  3. establishes compliance of the steering wheel in the car with the factory specifications;
  4. checks whether the headlights in the car comply with the factory standards of this car brand and GOST.

In addition, attention is paid to the design of the car itself. Violations in it most often lead to refusal to register a vehicle. Thus, a traffic police officer will not allow a car with a roaring engine, low seating position or other changes in design to be registered.

If gas equipment is installed in the car, the vehicle owner must provide the inspector with permits.

If they are absent, registration will be refused, and the car owner will be obliged to eliminate the existing violations (remove the equipment or obtain documents for it for further registration of the car).

Do I need to pay for it?

The mandatory inspection that every car must undergo before registering with the traffic police is free of charge. The car owner pays only the state fee for carrying out registration actions and issuing state registration plates (if necessary).

How long does it take?

Important. The car is checked on the day of application. Administrative regulations set the time for inspection - 20 minutes.

As a rule, the procedure itself is faster, but the waiting time can significantly exceed 20 minutes, since cars arrive at the site on a first-come, first-served basis.

In what form is the report drawn up after checking the vehicle?
