New car registration rules come into force in October 2021
On September 26, 2018, the final version of Order No. 399 of the Ministry of Internal Affairs “On approval of the Rules for state registration of motor vehicles and their trailers in the State Road Safety Inspectorate...” was published on the official Internet portal of legal information..., which replaces the registration rules approved by ten-year-old Order No. 1001 .
The order will come into force on October 6 this year, thereby putting on the shelf outdated registration rules that have been in force since 2008. It is worth noting that the attempt to make global updates to the registration actions failed the first time; the first version of the order remained on paper due to the fact that during its consideration many nuances changed in the legislation that the document did not take into account. Therefore, we had to make adjustments and work on the second version of the order of the Ministry of Internal Affairs. The Ministry of Internal Affairs has prepared a bill amending the rules for registering cars with the traffic police in 2021. All the details are below.
The Russian Ministry of Internal Affairs has prepared a draft departmental order “On the procedure for state registration of motor vehicles and their trailers with the State Road Safety Inspectorate of the Ministry of Internal Affairs of the Russian Federation.”
The main changes that are planned to be made to the car registration rules in 2021 are below.
Increasing the shelf life of license plates when selling a car
Now, in order to keep your old license plates when selling a car, you need to hand them over to your traffic police department. To do this, you need to come to the traffic police, write an application to retain the license plates of your car and hand them over. Old numbers will be stored in the traffic police. Until October 13, 2013, numbers were stored for a month; now this period is 180 days. During this time, you can buy a new car, and when registering it, tell the employees that you want to install your old license plates on it, which are in their storage. If new car registration rules are adopted, the storage period for license plates will increase to 360 days.
Ban on “beautiful numbers”
The document implies a ban on the reservation of individual series or combinations of symbols by individuals and legal entities, as well as individual entrepreneurs. We are talking about the so-called “beautiful rooms”. Currently, such a restriction is not established by law.
The validity period of transit numbers will be increased
The validity period of transit license plates used to export cars outside of Russia will be increased to 30 days instead of the current 20.
Registration of a car by proxy
An applicant performing registration actions on behalf of the car owner under a simple written power of attorney must present both his passport and the passport of the car owner (in the case of a notarized power of attorney, only his own).
Amendments related to the introduction of electronic PTS
The project approves a new edition of the rules for registering cars with the State Traffic Safety Inspectorate, and also makes changes to the departmental Administrative Regulations for the provision of public services for vehicle registration. The changes being made are aimed at regulating the procedure for performing registration actions with vehicles in the presence of information about electronic vehicle registration certificates issued for them. At the same time, the lack of electronic PTS for previously registered cars is not an obstacle to registration actions. With this category of cars, as before, registration actions will be carried out on the basis of previously issued paper passports. At the same time, the draft order clarifies the algorithm for the activities of the registration departments of the State Traffic Safety Inspectorate when terminating (cancelling) the registration of a car, establishes a mechanism for issuing state registration plates, and also introduces legal and technical adjustments.
The draft amendments are currently undergoing discussion. The independent anti-corruption examination of the draft order will end on December 24, 2021, and the independent examination on February 18, 2018.
Changes to car registration rules that came into effect in 2017
Let us remind you that since July 10, 2017 , the rules for registering cars with the traffic police have already changed in Russia. Main changes:
- It is now possible to register cars with changed identification numbers if they have changed as a result of natural wear, corrosion or repairs
- it became possible to restore the registration of a car after eliminating the reason for deregistration
- if the application for registration is submitted through the State Services portal, the car can be immediately provided to the inspection site, without the verification procedure and completing documents
- When registering a car, you no longer need to present a compulsory motor liability insurance policy; data about it will be transferred from a single database
On October 14, 2017, a number of new amendments to the rules for registering cars with the traffic police came into force. Main changes:
- Places for filling out applications must now provide comfortable conditions for people with disabilities and optimal working conditions for officials. Disabled people with persistent impairments in vision and independent movement will receive the necessary assistance in the premises where public services are provided.
- The composition of actions, the implementation of which is ensured when providing services in electronic form through the Unified Portal of State and Municipal Services, is detailed.
- Payment of state fees for conducting exams and issuing driver’s licenses is in accordance with the Tax Code - it must be paid before submitting the application.
- When the registration of a vehicle is terminated in cases related to loss, theft, expiration of the registration period of the vehicle, and a number of other reasons, a duplicate PTS to replace the lost one will be issued only if there is a corresponding expression of will of the owner of the vehicle.
According to the new rules, is it necessary to register a new engine with the traffic police?
It will be possible to install a new engine on the car without any additional purchase and sale agreements for the power unit, as is currently required by law. That is, without any additional actions, from October 6 it will be possible to install a new engine in a car and drive such a car without any additional actions, provided that the engine is actually legally clean. A traffic police inspector checking a car on the road will not be able to make any claims. Therefore, according to the new rules, there is no need to register a new motor.
Registration of vehicles with the traffic police: what has changed since October
New rules for registering cars came into force after Order No. 399 of the Ministry of Internal Affairs of the Russian Federation of June 26, 2018 came into force. They are designed to make life easier for motorists by simplifying the procedure for registering vehicles with the state. The following changes should be noted:
- The maximum storage period for license plates belonging to the car owner has been doubled - from 180 to 360 days.
- You no longer need to inform the traffic police about replacing the car engine. Order No. 399 of the Ministry of Internal Affairs states that the new unit should be similar to the previous one, however, how the traffic police will be able to check this is unclear. The vehicle registration certificate does not contain such information, and the driver is not required to carry a vehicle registration certificate. When reselling a vehicle, they will only check the legal “purity” of the new engine and whether it matches the specific car.
- The procedure for issuing and using electronic vehicle passports has been determined. In particular, the Order establishes that “paper” passports are issued only in the absence of electronic ones. Until November 1, 2021, drivers draw up a digital document on a voluntary basis, but then it becomes mandatory. It is not necessary to exchange a previously received “paper” PTS for an electronic one.
- Collective ownership of one car became possible. Previously, it was provided only for spouses. They have the right to agree on which of them the car will be registered to. The inspector is given the written consent of the co-owners (notarized).
If the registration of a new car with the traffic police is not carried out by its owner, the representative will need a power of attorney (issued for a period of up to 3 years). When transferring a power of attorney, you must issue a power of attorney at a notary office.
To carry out registration actions, it is allowed to present not only a citizen’s passport, but also a temporary document certifying the identity of the owner of the vehicle (Form No. 2P).
By Order of the Ministry of Internal Affairs No. 399, the forms of the vehicle inspection report and the certificate of registration have been updated.
What happens if you sell such a car after the order comes into force?
Yes, nothing bad either. When selling a car to a new owner, any additional documents for the engine will also not be needed. Information about the new engine is entered into the title when registering the car, unless questions arise. What questions might an inspector have? For example, the inspector will definitely check:
Is there an engine on the wanted list?
whether its marking (VIN) has been changed;
whether the design of the car has changed (for example, if you install a more powerful power unit rather than an identical one, this will already be considered a design change.)

In the near future, the rules for registering cars in Russia will once again undergo global changes.
In the near future, the State Duma will adopt a bill “On state registration of vehicles.” The portal reviewed the main changes that await drivers.
Registration of cars at dealers
The document introduces the possibility of registering new cars at dealers without visiting the traffic police. The traffic police will only assign a combination of letters and numbers to cars, but will not have anything to do with issuing license plates - this will be handled by accredited private companies.
To provide a new service to a client, the dealer will have to fulfill a number of conditions:
- there must be an agreement with the manufacturers (or with representatives of the car plant)
- there must be a room
- there must be a staff of qualified employees.
If all conditions are met, then the company receives the status of a specialized organization and is included in the special register. Car dealership employees check the registration data for the car, submit documents to the traffic police, prepare license plates, then, having received permission from the department, hand over the entire set with car keys to the car owner.
Registering a car at the dealership will be a paid service, the maximum tariff will be set by the FAS.
Buying beautiful license plates
Car owners should no longer wait for auctions to buy beautiful license plates - deputies decided to abandon this idea, although Vladimir Putin had previously given instructions on this topic.
New rules for issuing license plates
Two new terms are introduced:
- state registration number (combination of letters and numbers)
- state registration plate (metal plate on which symbols are applied).
The traffic police department will assign only a number, and the car owner will receive the signs themselves - from the manufacturer. The latter will be subject to special requirements (including the protection of special products and equipment). All these companies will be included in a separate register, and the FAS will also develop maximum tariffs for them.
Car owner age restrictions
The new law is intended to close a number of legislative gaps. Now, for example, some car owners register a car in the name of a minor teenager, but it is impossible to bring him to administrative responsibility (if violations are recorded by cameras), this is prohibited by the Code of Administrative Offenses. The bill states that the “owner of the vehicle” cannot be under 16 years of age.
Registration of cars with rusty license plates
In cases where all the identification numbers on the car’s body have rotted or rusted, “additional markings” will be applied to the car (at whose expense, the law does not say) so that the car can continue to be used.
Electronic PTS
For the first time in the document, a mention of electronic vehicle passports appeared: if a car is registered with such a passport, then a paper PTS does not need to be provided.
On July 10, 2021, the State Duma Committee on Transport recommended that parliament adopt the bill in the second reading. The bill passed its first reading back in 2013 and has been finalized since then. Consideration of the bill in the second reading is tentatively scheduled for July 17. The bill will come into force in six months, but most likely this will happen in 2021
How long can you keep your license plate under the new vehicle registration rules?
Everything here is simple and transparent. According to the new rules, the storage period for state automobile license plates will be up to 360 days. According to current regulations, when changing cars, the driver can retain the license plate for 180 days.*
*The period will be automatically extended for those car owners who keep the number in the traffic police at the time the order of the Ministry of Internal Affairs comes into force.

If restrictions or prohibitions were imposed on registration actions with a car, and then lifted by a court decision, the owner could come to the police station with a decree in hand and demand that the car be deregistered. Often careless motorists forged documents, sold the car, and the forgery was revealed only when the new owner came to register the car.

New license plates will appear in 2021
Now registration of a vehicle with a ban and restriction is carried out only after the ban has been lifted by the person who imposed it. If a bailiff, say, went into the traffic police database and imposed a ban on registration actions - and he has such an opportunity - then this car can be re-registered only when the information in the database is updated by the bailiff, and not someone else.

Previously, when registering a vehicle that belonged to several owners, for example heirs, all other co-owners of the car had to officially, often with the help of lawyers, draw up an agreement to donate their share to the person in whose name the car was registered.
The new rules stipulate that registration of a vehicle owned by two or more owners is carried out by one of them with the written consent of the others. Consent needs to be notarized only if the shareholders are not present when registering the car. If they wrote their permission in the presence of a traffic police officer, notarization is not necessary.
In addition, the new rules clarify the procedure for issuing “Transit” registration plates for vehicles exported abroad (transit plates are now issued for 30 days), and also provide for the possibility of registering a car in the absence of a passport (a temporary identity card will do).

Despite the fact that the “electrification” of PTS is proceeding with difficulty, EPTS will soon begin to be used everywhere. And then Order 399 of the Ministry of Internal Affairs arrived, and everything in it was sorted out.
How to register a car without a passport?
Indeed, this is now possible, as stated in the order. The new order involves registering a car using a temporary identity card. A temporary identity card is a document (form 2P) temporarily issued for the period of registration of a passport of a citizen of the Russian Federation with a validity period of 2 months and the possibility of extension. In other words, an analogue of a passport of a citizen of the Russian Federation, issued in replacement of a lost or stolen identity card.
Details of the new car registration rules
According to the document, Russians will be able to register cars not only with a passport, but also with a temporary identity card. It will also be possible to use electronic vehicle passports (PTS) during registration. Paper documents will be valid indefinitely; if necessary, they can be replaced with electronic ones.
The document states that the owner of the car will be able to keep state signs for 360 days after its sale. If a car has several owners, they will be able to write an application to register the car for one of them by contacting the traffic police together.
In July, the State Duma approved in the third reading a bill on car registration without visiting the traffic police. According to the document, buyers now have the opportunity to register their car with official dealers.
