Is compulsory motor liability insurance necessary when applying for CASCO insurance?

Article 4 of Federal Law No. 40 of April 25, 2002 states that absolutely all vehicle owners must insure the risk of civil liability that may arise during the use of a vehicle.

The same article defines a list of exceptions in which compulsory motor liability insurance is not necessary. It does not include a CASCO policy. Accordingly, registration of CASCO insurance does not in any way relieve you from the need to have an issued MTPL policy.

According to Article 12.37 of the Code of Administrative Offenses of the Russian Federation, the absence of an MTPL policy during operation of a vehicle entails an administrative penalty in the amount of 800 rubles.

Technical inspection when purchasing a CASCO policy

In accordance with Federal Law No. 40 dated 04/25/2002 and Federal Law No. 170 dated 07/01/2011, the insurer can issue an insurance policy only if the vehicle has passed a technical inspection and the document confirming this is valid.
