Who can enter information about the new owner into the PTS?
The law does not have clear instructions about who exactly should enter information about the new owner of the vehicle. Ownership passes to the buyer upon signing the purchase and sale agreement. If the documents are signed, the seller may not deregister the car at all. The obligation for such actions occurs in cases of sale of the vehicle abroad or during disposal.
After signing the contract, the buyer of the car becomes its owner, which means that the next step is making changes to the traffic police (GAI). Motorists are given 10 days to do this. After this period, the new owner will be put on the wanted list, so you should not delay in informing the relevant services.
At the moment when a car changes owner, any of the parties to the transaction can enter information about the change of owner in the title, but practice shows that more often the buyer does this.
Paragraphs 21 and 22 of the joint order of the Ministry of Internal Affairs No. 496, the Ministry of Industry No. 192 and the Ministry of Economic Development No. 134 indicate the general requirements for filling out the lines and fields of the vehicle passport. You can enter information about the new owner yourself or using a printer in the traffic police.
The only requirement for filling out the fields in writing is that the entered text must be easy to read, and the names of individuals and legal entities must not have abbreviations other than generally accepted ones.
Both methods are correct, but it is worth considering that when entering information “by hand,” there is a risk of making a mistake or blot. If an error is detected, the vehicle passport must be replaced.
Another equally important point is the presence of signatures of the parties to the transaction , and in the case of relations involving legal entities, also seals.
Rules for filling out the PTS when selling and buying a used car
If you are buying and selling a used car, the title is provided by the previous owner of the car. Sometimes a document can be issued to the buyer of a car:
- state traffic inspectorate, if you need to replace the vehicle title or obtain a duplicate;
- the legal representative of the former owner of the car, if the owner of the car for any reason cannot take part in the transaction;
- bank, if a credit car is being sold.
Most often, used cars are purchased second-hand from other individuals. Entering data into the PTS when selling a car is carried out in accordance with the classic rules reflected in the Procedure for issuing vehicle passports. Corrections and abbreviations are not allowed. The data is certified with a wet seal at the time the car is registered with the traffic police. The information should be easy to read. It is important to reflect information about the new owner of the car, indicating the full name.
How to correctly replace information about the old owner?
Despite the fact that all fields and columns of the corresponding section of the passport have informative signatures about what information should be contained in each of them, you should provide instructions for filling out the PTS and talk about the features.
So, how to correctly enter the new owner into the PTS.
- The first entry point is the column “Name (full name) of the owner.”
It contains information about the new owner of the car. The surname, first name and patronymic, as well as the name of the organization in the case of a purchase by a legal entity, must be indicated in the same way as in an identification document (passport of a citizen of the Russian Federation or another one provided for by law) or company papers. Problems may arise for people who fill out the PTS with their own hands. Make sure that there are no blots or errors in the document. - In the “Address” line, information about the registration address of the new owner or the legal address of the LLC is entered.
- In the “Date of sale” field, enter the day, month and year of the transaction under the purchase and sale agreement. This is an important point, therefore, at the stage of preparing transaction documents, it is recommended to leave the date open in order to fit it into the day of the transaction itself.
- The item “Document of ownership” must contain information about the agreement that confirms the transaction (purchase and sale agreement, gift agreement or other papers). It often happens that this line has the entry “Other documents”. This is not an error, but it is best to indicate in the PTS all information related to the transaction.

There are situations when the PTS does not have room for information about the new owner. The problem can be solved simply - at the re-registration stage, the document is replaced with a duplicate with a note about the last owner.
Rules for filling out PTS
The PTS has six points where information is entered. When making a transaction, the following information is indicated:
- FULL NAME. new owner of the vehicle;
- the address where the new owner is registered;
- date of purchase of the car;
- a document on the basis of which the new owner has ownership of the car. The name of the document and the date of registration are entered in this column. For example, a vehicle purchase and sale agreement dated April 12, 2021.
- signature of the former owner or seller. If the seller is a legal entity, then the seal of the organization is placed in this column along with the signature;
- signature of the new owner. If the buyer is a legal entity, then along with the signature there must also be a seal of the organization.

The new owner, when purchasing a car, must verify all the information contained in the documents with the vehicle. It is quite possible that the previous owner made tuning that did not meet safety requirements. Because of this, the new owner will not have the opportunity to change information about the owner in the authorized body.
If the name is indicated, but there is no traffic police stamp (traffic police)
Due to the fact that citizens have the opportunity to independently enter data into the PTS, situations where the document does not have a traffic police seal are not uncommon. In simple words, such cases indicate one thing - the car is not registered with the traffic police and is not assigned to this person, although the owner’s full name is entered. In accordance with clause 33 of Order of the Ministry of Internal Affairs No. 1001 of November 24, 2008 (as amended on February 13, 2015) “On the procedure for registering a vehicle,” the new owner is allocated 10 days for this procedure.
The first step is to ask the seller about the reasons for this action. This happens if the vehicle is purchased for subsequent resale. By and large, this does not matter, since when deregistering a sold car, the former owner provided a written document containing the details of the new owner. This means that the relevant authorities already have information about who currently owns the car.
However, in various regions of Russia there are still cases when a buyer experiences difficulties in registering a vehicle due to the fact that the previous owner did not perform such an action. This procedure on the part of the traffic police is not justified in the form of laws or regulations.
The purchase and sale agreement is a legal confirmation of the transaction. The most important thing is that the car is not on the list of stolen or pledged vehicles.
Where to apply for the service
How to add a new owner to the PTS? To cope with this kind of task, a citizen will need to re-register the car. During this operation, changes will be made to the vehicle documentation. Especially when it comes to buying a used vehicle. Where to enter the new owner of the car into the title?
Car registration services are provided by the following authorities:
- MREO;
- MFC;
- services like “My Documents”;
- traffic police;
- Traffic police
It is recommended to seek help at the place of registration of the owner. Then the procedure will be carried out much faster.
Is it possible to operate via the Internet? Yes. The applicant will have to use a service called “Goss ruk” or on credit; in addition to the listed documentation, the following must be attached:
- purchase agreement;
- mortgage repayment schedule (if a loan was issued);
- receipts confirming receipt of money by the seller;
- copies of the passport of the previous owner of the car.
I guess that's all. The listed papers must be attached only in originals. Otherwise, registration authorities may refuse the service being studied.
Important: when acting under a power of attorney, you must contact a notary. There, the owner draws up a trust document in the name of the representative. It is attached to the application in the prescribed form submitted to the traffic police.
How much will you have to pay?
In 2017, the amount of state duty when entering data about the new owner and registering a vehicle remained at the level of last year:
- Certificate of registration – 500 rubles.
- Registration of PTS – 350 rubles.
- Obtaining new license plates – 2000 rubles.
The last point can be neglected if the previous owner did not deregister the car, and the buyer expressed a desire to keep the old license plates. To do this, at the stage of registration, you must fill out the appropriate application, the form of which you can receive on the spot.
If there is no place in the PTS
Sometimes it happens that space in the technical passport of a car runs out. What to do in such circumstances?
You will need to issue a new PTS. Usually this procedure is carried out together with vehicle registration. Only the total cost of the service will increase.
At the moment, a new PTS is issued for 500 rubles. This means you will have to pay about 3,000 rubles in total for registering the car. Fortunately, such a scenario is extremely rare.
What to do if space runs out?
A similar problem arises, as a rule, in cases where the car is often resold and it has had not one or two owners, but much more. But what should a car owner do who has purchased a car, but there is nowhere to record the new owner in the technical passport? The answer is simple: you need to replace the PTS.
In order to replace a PTS, you need to go through a certain replacement procedure. The procedure for replacing a technical passport can be divided into several stages:
- Collecting a package of necessary documents, which includes: technical passport of the vehicle that needs to be replaced; vehicle registration certificate; a document confirming that you are the owner of the vehicle; identification document; OSAGO.
- The next stage includes going to the traffic police department with all the necessary documents. You will also have to pay the state fee, which is 1,650 rubles, and fill out an application for replacing the vehicle title. All this can be done at the traffic police department on a special form. And naturally, all these documents should be handed over to the traffic police officer.
- The last stage is for traffic police officers to check the provided documents. If everything is in order with them, then the new owner will be issued a new technical passport of the vehicle and, of course, a new registration certificate, since they have the same serial numbers.
You can write an application to change a vehicle passport at home, but you need to know its structure and what needs to be written. The structure of the application includes:
- The name of the traffic police department where the car owner is going to begin the replacement procedure.
- Full name of the car owner who wishes to receive a duplicate PTS.
- Next, you should indicate the reason why traffic police officers must issue a duplicate document to the vehicle owner.
- Information about the car itself.
- Documents provided along with the application.
In order to save money when paying the state fee for replacing a document, you can use the “State Services” portal, which provides a 30% discount and then the state fee will be 1,155 rubles.
It should also be said about the possible reasons for the refusal to issue a new PTS. Such reasons include:
- absence of any mandatory document;
- irrelevant information contained in the provided documents;
- fake documents provided.
Everything is clear with the first 2 points. This situation usually arises due to the forgetfulness of the car owner himself. And it's quite easy to solve. All that is needed is either to provide the missing documents or to provide documents with up-to-date information.
The situation is much worse with the provision of fake documents. There is simply no way to get away with this and, most likely, you will have to bear criminal liability. But such situations are rare and, as a rule, if the car was purchased in accordance with the law, the owner has no need to falsify documents.
Sometimes situations occur when the new owner is refused to issue a new PTS, and they refuse verbally without any justification. Here you need to know that only a justified refusal in writing has legal force. But if a written refusal was received, then you should not stop there. You should write a complaint to your boss, justify your position in detail, and wait for an answer. If this does not help, then it’s worth going to court, of course, if the owner is firmly convinced that he is right.
As a rule, the vehicle itself does not need to be driven, but this may be required if traffic police officers have questions regarding the information contained in the documents. It is also worth considering that you do not need to go to the traffic police department in this car, as problems may arise and fines may appear.
Enter data via SEP
In the era of remote work, many are often interested in how to make changes to the electronic PTS. It doesn’t matter: new or there is a change of ownership. All you have to do is follow the instructions and submit your application remotely. For this:
- In the main menu, go to the register of applications for change of ownership.
- The “List of applications for entry...” window will open in front of you. Click “Select action”, find “Create application” - “Change of owner”.
- You should see an electronic form. Inside, fill in the required fields, and then click on “Edit List”.
- Enter the electronic passport number in the required field and click on “Search”.
- Select the electronic passport checkbox and click “Add”, and then after verification “Confirm”.
- Your passport will now appear on your application. You need to select it again.
- You are taken to the “Choice of a new owner”.
- Enter the necessary data in the search parameters and find the one you need.
- Save and close.
- The system will ask for a verification code.

Who checks when buying or selling a used car?
When buying or selling a car second-hand, according to the law, only those who are:
- counterparty to the transaction (seller, buyer);
- an authorized person authorized to make transactions with transport;
- traffic police officer.
If none of those participants in the transaction who were supposed to draw up documents during the sale made notes in the PTS, then the entries are made by the registration service employees.
