    • Completed explanatory note addressed to the head of the department. It should indicate the reason for the application, as well as the circumstances that led to the need to obtain a copy of the original.
    • Correctly filled out and paid state fee for the service provided.
    • Application for obtaining a duplicate PTS. It must contain the correct passport details of the owner, as well as information from the STS.

    Step-by-step instructions for restoring PTS

    A vehicle title is issued only once. That is why the restored document receives a stamp with the signature “duplicate”.     Through the traffic police

    Before the procedure, the owner needs to visit the official website of the traffic police and establish his region of residence. Having chosen a branch, the driver must pay a state fee. To do this, you need to visit any bank branch, approach a specialist and tell them that you need to pay a state fee for the loss of the PTS. The employee will issue a payment receipt, which should never be lost or thrown away.

    In the “Service Catalog” you need to find the “Transport and Driving” section. Various “problems” will appear on the screen, from which you need to select the “Vehicle registration” item. By entering this subsection, the car enthusiast will see several categories. You must click on the “Change registration data” item. Select the service for receiving STS, PTS and follow the link “Get service”.

    Having discovered that the document has disappeared, the driver immediately asks the question: how much does it cost to restore the title? The restoration process and its cost are regulated by the Tax Code of the Russian Federation.

    As of October 2021, you will have to pay a fee equal to 560 rubles to replace your passport. In addition, the person will have to update the registration certificate of this PTS. It is also subject to mandatory replacement. The state duty is 350 rubles.

    In total, you will have to pay at least 910 rubles for the entire procedure.

    Duplicate title for trailer

    Deadlines for obtaining a new passport

    The time frame for restoring a vehicle passport is not that long. If the driver visits the department on his own, then before issuing the document, a traffic police officer inspects the car. First, he checks the numbers to avoid any mistakes.

    4. After inspecting the car and verifying the documents, a duplicate PTS is drawn up and issued to you, as well as a vehicle registration certificate.

    According to the law, not only the owner of the car, but also another person can obtain a duplicate PTS.     In 2021, the state fee for issuing a duplicate PTS will cost you 800 rubles. You need to know that your old car registration certificate will be confiscated.     The positive or negative outcome of the situation depends on the circumstances that have developed around the driver. Naturally, if a person wants to restore a vehicle’s passport secretly from the owner of the car, then the law prohibits this. Such an act indicates the implementation of a legal action in the absence of appropriate authority.

    In order for a person to be allowed to restore a document, he needs to present a power of attorney from the owner of the car. A power of attorney is a document in a prescribed form. It is supported by the signature and seal of a notary.

    The notary not only helps to make a power of attorney, but also enters information about this into a special register. Actions that will be taken cannot be challenged in the future.

    What laws provide for the need to obtain a duplicate of the PTS in the event of loss of the original and regulate the restoration procedure? These provisions include:

    • Part 10 of Section 1 “General Provisions” of Order of the Ministry of Internal Affairs of Russia No. 496 of June 23, 2005 “On approval of the Regulations on vehicle passports and vehicle chassis passports.”
    • Part 3 of Resolution No. 938 of August 12, 1994 “On state registration of motor vehicles and other types of self-propelled equipment on the territory of the Russian Federation.”

    Is it possible to restore a PTS without the owner?

    The issuance of a duplicate document depends on the reason for the loss. If a PTS is stolen, a citizen will be able to restore it only after the end of the criminal case, and this is a long process.

    Therefore, when submitting an application, car owners prefer not to disclose the current state of the matter, but indicate that the document is lost. When the vehicle passport is in unusable condition or there is no free space in the columns, then another PTS is also issued.

    The owner of the car or a person representing him who has a general power of attorney, which indicates the powers of the citizen in resolving this issue, can restore the title to the car again. This document is issued by a notary and has legal force. There are certain requirements for the execution of a power of attorney - it must contain:

    • personal information about the principal - the owner of the vehicle;
    • information about the authorized person;
    • whether the right of subrogation is given;
    • date, place and duration of its validity;
    • list of rights granted by the principal;
    • vehicle characteristics (engine number, model, VIN, year of manufacture, etc.);
    • signature and seal of a notary officer.

    Sometimes the restoration of the title is simply done under the purchase and sale agreement. This is acceptable when a citizen bought a vehicle from an auction where confiscated equipment was put up for sale. Bidding is scheduled after a decree on confiscation is issued, and then the confiscation is formalized according to the act. The citizen who purchased such a car is issued an agreement to purchase it at auction.

    To obtain a duplicate passport for a vehicle purchased at an auction, the owner can provide the traffic police with copies of documents reflecting all stages of the auction.

    What documents are needed

    Before going to the MREO, you need to prepare the following documents:

    • passport of the vehicle owner or his representative;
    • vehicle registration certificate;
    • power of attorney (if the legal representative will handle the registration);
    • a copy of the vehicle passport (the original if the replacement is due to its unusability, lack of space for notes, or the car has been scrapped);
    • MTPL agreement;
    • documents confirming ownership;
    • receipt and cash order for payment of duties.

    A decision to close the case will also be required if the vehicle’s passport was stolen. If you lose your PTS, you need to write an explanatory note detailing the circumstances of the incident. When it becomes necessary to restore a passport after disposal, you need to have the appropriate certificate. A document suitable for your situation must also be attached.

    Application procedure

    To resolve the issue of obtaining a copy of the PTS, you should contact the MREO of the State Traffic Safety Inspectorate, where you need to fill out an application form. The surname, first name, patronymic of the applicant is entered into it and then the text “Receive a PTS to replace a lost or deteriorated one” is selected and marked.

    The next step is to inspect the car. It is required if there has been theft, loss or disposal. In other situations, the car is not inspected.     1. We contact the traffic police department where the vehicle was registered with a general power of attorney.
