How to re-register a car to a new owner without removing license plates

Attractive license plates on cars have a high price, so car owners, even when changing vehicles, prefer to keep the same state plates. What documents are required?

If you plan to submit an application to save numbers through the portal, then electronic copies of the papers are prepared. Basic information about the car owner is entered during the registration process at State Services, so some information is added to the application automatically. The application form can be downloaded or filled out on the portal. To save the sign, you need the following papers:

  • a copy of the car owner's passport;
  • driver's license;
  • title documents for the car;
  • a correctly completed application;
  • PTS and car registration certificate.

How to act through State Services

If a citizen decides to change his car, but wants to keep his license plates, then he is allowed to submit an application through the portal. Step-by-step instructions are divided into stages:

  • the account registration and identification process is carried out;
  • authorization is carried out;
  • select a section from the catalog called “Transport and Driving”;

  • click the link “Registration of cars and trailers”;
  • use the item “Registration of documents”;
  • a new page opens on which several service options are presented, so “Change owner data” is selected from them;
  • the new window displays basic information about the proposed applications, so click the “Get service” button;
  • An application appears in which some items are automatically filled in, so you just need to enter additional information.

The same service is selected if you need to change other information about the owner of the car.

Application form

To replace information about the owner, fill out a standard application that includes the following information:

  • a type of transport that can be represented not only by a car, but also by a bus or trailer;
  • personal information about the owner, which includes full name, gender, contact information, telephone number, passport details, TIN and place of residence;
  • it is indicated whether new signs are needed, and this paragraph allows you to leave the numbers for storage in the traffic police through State Services, therefore the need to transfer signs to a specific department is indicated;
  • actions that need to be performed with the PTS, for example, you need to make adjustments to the current document or obtain new documentation;
  • vehicle category and its description, therefore the model, color, body number and VIN are indicated;
  • PTS details;
  • information from the title documentation on the basis of which the person received ownership of the car;
  • insurance policy details;
  • date and time of car registration.

Attention! After filling out this application, a new document form appears, on the basis of which you can leave the numbers through State Services when selling the car.

This document contains the full name of the head of the traffic police department, as well as information about the compiler. The vehicle make, license plate number and VIN are provided. At the end, the date of compilation and the signature of the citizen are indicated.

Based on this application, the State Services preserve state license plates, which remain in the traffic police department. But you will have to print out such a statement and take it with you to the traffic police. It is advisable to immediately register at a department of the institution at a suitable time.

Renewal of registration of scrapped vehicles

Registration of scrapped vehicles cannot be restored.

The previous version of the rules directly stated that it was impossible to restore the registration of a scrapped vehicle. This paragraph has been removed from the document.

On the other hand, in both the old and new versions of the rules there is a clause that allows you to restore the registration of a car that has been deregistered for disposal, but has not been disposed of:

18. Registration of a vehicle after its termination is carried out: ... in relation to a vehicle that has not actually been disposed of, the registration of which has been terminated due to disposal - on the basis of confirmation of credentials at the place of last registration of the vehicle (if there is information about a previously issued vehicle passport, electronic passport );

Thus, if the car is actually scrapped (destroyed), then it will not be possible to restore the registration in any case, because the machine itself no longer exists.

If the car was not destroyed, then it can be registered again.

Note. From January 1, 2021, only a car that has actually been scrapped can be deregistered. It is impossible to register him again.

Replacing the state number through State Services and pre-registration allows you to come to the traffic police department at the appointed time with a limited number of documents. The following documentation is provided to the employee of the institution:

  • a correctly drawn up application for storage of numbers, which is printed after filling out;
  • PTS for cars;

  • citizen's passport.

Attention! Only well-readable license plates that fully meet the requirements of GOST are accepted, so damage or severe abrasions are not allowed.

If signs are damaged, you will have to obtain a duplicate before replacing them. If there are old-style numbers, they cannot be left for storage. After purchasing a new car, you will have to return to the same traffic police department for a sign, so if you plan to move, it is recommended to choose a department that will be convenient for interaction in the future.

Shelf life

Before depositing the license plates with the State Traffic Safety Inspectorate through State Services, it is recommended to study the terms during which representatives of the institution are required to preserve the signs. Previously, it was allowed to leave signs for 180 days, but now this period has been increased to 360 days. Replacing a license plate on a car through State Services is offered on a paid basis, so you have to pay fees:

  • when issuing new signs, 2 thousand rubles are paid;
  • if adjustments are made to the PTS, then 350 rubles are paid;
  • For the production of STS, a fee of 500 rubles is paid.

In order to perform various procedural actions with a car that does not belong to you (insure, carry out technical inspection, re-register), you need a power of attorney to register the vehicle with the traffic police from an individual. Until recently, this document had to be notarized.
