Where to get
To report a change of ownership, you must fill out a corresponding application. Usually a special form is used for this purpose. You can get it directly from the traffic police department, which the driver decides to contact. Forms are issued free of charge. After receiving, the driver begins to enter the necessary information. But filling out a document at a branch is not always convenient. There are often a lot of people here, and there is simply no way to sit comfortably. This causes errors to be made that should not be in the document at all. This is why many people prefer to fill out the document at home. In order not to go to the branch to get the form, you can download it online. Thus, the driver has the opportunity to print out the required number of copies.
On the basis of what documents does a change of ownership take place?
A car may change ownership for various reasons. The most popular of them include:
- sale;
- donation;
- receiving a car as an inheritance.
The formality of these procedures must be confirmed by relevant documents. Usually these are contracts and certificates confirming the legal grounds for the change of ownership.

List of papers required to fill out the application
Before registering, please read the application form; if there are changes, a new sample will be posted on the traffic police website.

There must be one format for filling out: either handwritten or typewritten (computer). A combination of both options is not permitted. When writing with a pen, letters are used in printed form. If you are afraid of missing something, write by hand; you will write what is missing in the section.
2. Receive the form directly from the MREO when visiting the registration window.
The option does not require additional preparation at home: take the documents, make an appointment and come at the appointed time. Information will have to be entered in a limited time, so this method will not be suitable for people who do not tolerate fuss.
3. Submit an application on the State Services portal.
To complete an application, you must be registered on the website; if you need information about this, please read the link. The appeal is processed remotely, reviewed and checked before going to the State Traffic Inspectorate. The response to your request will be sent by email or personal account.

Content
To register a new vehicle, you need to contact the local traffic police department and submit a request, which is completed on a unified specialized form, where the following content must be displayed:
- Correctly specified details of the traffic police department where the vehicle registration will be carried out.
- Fill in the details of the car owner or representative assigned to register the vehicle. Here you should not confuse the data of the authorized person and the owner of the vehicle (these parameters are placed in different sections in the form).
- Display the requested type of registration (primary registration or replacement of registration information);
- Display passport information about the car owner.
- Fill in information about the car according to the title (make, model, VIN, year of manufacture, etc.);

- Provide a package of certificates that will be handed over by the applicant by filling out a list of them in writing (this includes a receipt for the transfer of state duty, power of attorney, vehicle passport, etc.).
- The completed form is certified by the signature of the car owner or his authorized representative.
Note. FULL NAME. individuals and legal entities Persons on the form must be entered in full, without abbreviations.
What documents need to be attached to the application for a change of owner of the vehicle?
To submit an application, you must personally appear at the traffic police department where the vehicle itself is registered. It must be remembered that the application must be accompanied by a whole package of documents, which consists of:
- PTS;
- STS;
- owner's passport;
- insurance;
- a document on the basis of which the applicant is the owner of the vehicle;
- TIN;
- applicant's contacts;
- receipt confirming payment of the fee.
If a representative acts on behalf of the owner of the car, a power of attorney must be attached to the documents. Moreover, it must indicate that the attorney has the right to formalize a change of ownership. Naturally, all information specified in the application must be identical to the information specified in these documents.
However, you need to know that even the presentation of all the necessary documents does not guarantee that the application will be accepted. Under certain circumstances, the responsible officer may refuse to accept documents. The most common cause is simple inattention. Even a single letter error makes the document invalid. Since the application cannot be corrected, it will have to be filled out again.
You may also encounter a situation where the buyer is responsible for registering the new owner. Accordingly, he cannot know the entire history of the vehicle. At the same time, there is a possibility of purchasing a “problem” car, in relation to which any registration actions are prohibited. This may occur if the machine:
- wanted;
- secured by a credit institution;
- the customs seized him;
- is under investigation;
- listed as stolen;
- the owner has many unpaid fines;
- The vehicle has a different owner, which means the car was sold using forged documents.
Traffic police officers consider each situation separately. For example, if the problem is unpaid fines, they must first be paid off. Moreover, the inspector does not care at all from whose pocket the payments will be made. The situation is considered more serious when the car has a criminal record. Most likely, the car will be seized.

In general, all responsibility for purchasing a car with a bad history lies with the buyer. If he does not take the purchase seriously, he risks losing money and the vehicle. Indeed, in this case, the buyer who has already paid the money will not be able to register the car in his name. Accordingly, he will also not be able to honestly sell the vehicle. To avoid such a problem, it is recommended to check the car before purchasing. Today there are special services for this. Here it is enough to enter certain data to obtain comprehensive information about the vehicle.
How to fill out the application form for change of ownership
As you can see, the form that is intended for completing the application already contains all the necessary information and tips. Here all that remains is to enter the necessary information and tick some boxes. The form consists of several sheets. The first of them is considered the main one, since information about the car and its owner is entered here:
- Full name of the applicant;
- the traffic police department to which the documents will be brought;
- vehicle status, it can be transit, new, used car;
- The reason why changes need to be made is stated. Namely, you need to find “Change of Ownership” and underline this inscription;
- The reason for termination of registration is indicated below;
- identifying information is entered: body code, model, license plates, make.
On the same page below there is a table in which you need to enter information about the owner. Everything here is very clear. To avoid mistakes, it is recommended to rewrite information from your passport. Below you can see another table, which is intended for information about the owner’s representative. It is filled out if the interests of the owner are represented by an attorney who has the appropriate power of attorney.
As for the second sheet, the inspector fills it out if necessary. There is a table in which all information about the car is entered. If any changes have been made to the machine, this must be indicated in the table below. Upon receipt of the application, the traffic police officer verifies the specified information. After this, he makes a note that this information is true.
Below there is a column in which the decision made by the inspector is written down. It may be written here: “accepted”, “refused”, “returned”. The employee who writes this decision puts the date and his autograph here. There is also a table that lists all the documentation provided by the applicant. Below are the documents that the owner received back. He must confirm the fact of receipt with his autograph. At the bottom, the date of registration of the application is indicated, and the responsible employee is indicated who must sign his autograph on the document.
It is worth noting that the forms may have certain differences in different regions. However, this does not affect the content of the document. The essence of the statement remains the same.

Today, a car is no longer considered a luxury item, but is often a necessary item.
At the same time, its acquisition refers to an extraordinary event in the life of a citizen. Having bought the car you like, you still need to register it with the traffic police no later than 10 days.

Don't forget to check the car before registering with the traffic police
If you need to register a used car, we recommend that you check in advance the information about the presence of fines and, if found, ask the seller to pay off the debt. It is also important to check the car’s history before registering (whether the car is stolen, under arrest, scrapped, etc.). If a car has registration restrictions, traffic police officers will not be able to register it.
You can quickly check the registration number or STS number of a car using the Autocode service.
If you are a professional car seller, use the “Autocode Pro” unlimited car check service. “Autocode Pro” allows you to quickly check a large number of cars, add comments to reports, create your own lists of liquid vehicles, quickly compare options and store data about cars in an orderly form.

Deadline for vehicle registration
The new rules for registering a vehicle have been made simpler than before.
The time for registering a new vehicle has been extended from 5 to 10 days from the date of purchase. If you sell a car, you no longer need to deregister it. To do this, it is enough to draw up the appropriate agreement and display the data about the new car owner in the PTS, with the subsequent transfer of documents together with the car registration certificate to the new car owner, who is obliged to register the purchased car no later than 10 days.
If you are late with the registration deadline, the costs of processing registration documents may increase by the amount of penalties, in accordance with the legislation of the Russian Federation.
In addition, the 3rd paragraph of the Administrative Regulations, adopted by Order of the Ministry of Internal Affairs No. 605 of 08/07/2013, displays the standards for traffic police officers who set the time for each procedure during registration:
- Automated check – 20 minutes.
- Manual verification – 30 minutes.
- Vehicle inspection – 20 min.
- Making a decision – 10 min.
- Filling out documents – 10 min.
- Signing of issued documents – 5 minutes each.
As a result, the duration of registration of a vehicle should not exceed 80 minutes.

What to do with MTPL when changing ownership
The previous owner has the right to decide for himself what to do with the existing insurance policy. Of course, according to the law, he can turn to the insurer to receive monetary compensation. Essentially, he terminates the contract with the company, so he returns part of his money for the period that still remains until the end of the contract. However, in practice this option is used extremely rarely. As a rule, small amounts are refundable. The more time until the end of the policy, the more compensation is accrued. In general, here the owner has the right to decide for himself.
Quite often, if the owner sells the car, the policy is transferred to the buyer. In this case, both parties to the transaction must appear at the office of the insurer. Here you need to write an application with a request to reissue the policy to the new owner. It is logical that in this case the seller will ask the buyer for compensation. Although he may not do this. Here the parties decide for themselves.
There is one more option. It is used extremely rarely, but the parties still have the right to use it. So, the former owner can simply add a new person to the insurance. But this is done only by mutual agreement of the parties. Regardless of which option was chosen, you must inform the insurer. You just need to write a corresponding application.
Fine for failure to register a car
As noted earlier, after purchasing a car, the new car owner is required to register the vehicle, which has become his property, within 10 days.
If this period is exceeded, the legislation of the Russian Federation provides for a fine, which is imposed for both individuals and legal entities. The amount of the fine established by the legislation of the Russian Federation:
- For individuals – the amount ranges from 1500 to 2000 rubles.
- For legal entities persons – set in an amount from 5,000 to 10,000 rubles.
- For officials, the fine ranges from 2,000 to 3,500 rubles.
Note. The legislation establishes a special clause - a fine for driving an unregistered vehicle. If the vehicle is stopped and it is discovered that the vehicle was being driven without registration documents, the driver will be issued a fine in the amount of 500 to 800 rubles. If a driver is detained again with a similar violation, the fine will be 5,000 rubles. If you refuse to pay the fine, the driver may be deprived of his driving privileges for up to 3 months.
Penalties
We remind you that within 5 days from the date of purchase of the trailer, its owner must register the vehicle. If this does not happen, the person will face the following penalties:
- When a violation of Russian legislation is first detected, the owner of the trailer will have to pay a fine of 800 rubles ;
- If after the first warning a person does not register the vehicle, the fine increases to 5,000 rubles ;
- In the event that a trailer is used on a road without a license plate, the violator is issued a fine of 5,000 rubles .
In order to avoid the application of these penalties, we recommend contacting the State Traffic Inspectorate in a timely manner. Moreover, the cost of registration services is not too high.
