PTS owners, what does this mean?

What is an individual owner's title?

A vehicle passport is an official document that contains the technical characteristics of a car or other unit of motor transport .
Additionally, the form contains information about the owners of the vehicle, plus information about registering the car with the traffic police and deregistration. The form itself is produced by Goznak on special blue paper and is equipped with several levels of protection, which include:

  • hologram visible in light;
  • water marks;
  • volumetric letters;
  • microtext, readable when enlarged.

Thanks to such special details, it is possible to distinguish original documents from falsified ones. This allows us to better protect potential buyers of motor vehicles from the actions of fraudsters. When the vehicle passport is handed over to the owner, the series and number are stamped on the form.

Attention! If you plan to purchase a vehicle secondhand, when checking the documentation, special attention must be paid to the presence of all the protective elements of the vehicle passport.

Otherwise, you can purchase a car that is pledged to the bank or has a criminal history. The PTS is the main document of the car, thanks to which various registration actions can be performed with the vehicle. Even though it is not used most of the time, its presence is required. This is due to the following situations in which paper is needed:

  1. Proof of ownership of the car.

  2. Conclusion of legal transactions and agreements. For example, execution of purchase and sale agreements, deeds of gift. Or disposal of the vehicle.
  3. Registration of the vehicle with the traffic police with the issuance of license plates.

At the moment, the vehicle passport is not included in the list of documents that must be available to the car owner when checking documents by a state traffic inspector.

What does PTS look like?

PTS has a stable shape. Strict regulations are the key to a transparent transfer of a car during sale. The document is printed on blue templates. The state enterprise Gosznak is responsible for the production of PTS.

Who issues the registration certificate:

  • Customs control (when crossing the border);
  • Traffic police (replacement of document);
  • Enterprise (registration during production).

The form of the document is regulated. The form contains unique insignia that protect it from counterfeiting.

PTS includes 24 points:

  1. VIN - identification number. A seventeen-character code reveals the factory characteristics of the vehicle;
  2. Vehicle make and model. Names in Latin and Cyrillic alphabet are allowed;
  3. Target direction of operation (truck, motorcycle, etc.);
  4. The category to which the vehicle belongs;
  5. Production year;
  6. Engine information (number and model);
  7. Information about the chassis, frame;
  8. Body. Depending on the country of production, it may coincide with the VIN or have individual values (USA);
  9. Body color;
  10. Power (hp);
  11. Engine capacity (Cubic cm);
  12. What type of engine does it belong to?
  13. Maximum permissible weight;
  14. Weight excluding load;
  15. Country of Origin;
  16. Ecological class of the vehicle;
  17. Export country;
  18. Data from the customs declaration;
  19. Restrictions during customs control;
  20. Owner of the vehicle;
  21. Address of the copyright holder;
  22. The authority that issued the passport;
  23. Authority address;
  24. Date of passport issue.

If the vehicle was owned by several owners, everyone is noted in the registration certificate. In addition, the technical passport contains information about all modifications in the appearance and changes in the technical properties of the car. If you have a duplicate passport in your hands, this is also indicated in the vehicle history.

Traffic police and customs officers pay special attention to the numbers stamped on the body and engine.

This is currently the only reliable way to identify a car. Therefore, the numbers must be clear, not worn out, not interrupted.

Why do you need a PTS?

A registration certificate is an element of mandatory registration of a vehicle. Legislation regulates this form of interaction between regulatory authorities and owners. The system for combating theft and illegal transactions is becoming more effective. Particular attention is paid to safety. Transport that has not passed sufficient quality and safety control is not allowed on the roads. It poses a threat to road users.

PTS functions:

  • Strengthening road transport safety;
  • Regulation of transactions with vehicles in the legal field;
  • Control of vehicle exports and their quality.
  • Vehicles that require a passport:
  • Cars of all body types;
  • Trailers;
  • Chassis as part of vehicle components.

How many people can you fit in?

The vehicle passport form has 24 columns where all basic information about the car is entered:

  • vehicle identification numbers;
  • make and model;
  • Year of manufacture;
  • colors;
  • information about the engine and other nuances.

Data about each owner of the vehicle is entered in column 20. One vehicle passport can accommodate no more than 6 people. New entries are made when a car passes from an old owner to a new one or when the passport data of the current owner changes.

Therefore, if the place runs out, you will need to contact the traffic police department to issue a new vehicle passport. The previous one will be disposed of, and in the new one you can enter the following information.

What does the number of owners according to the passport mean?

As we have already mentioned, in the passport of a car or other vehicle there are six “windows” in which information about the owners of the iron horse is entered . The number of owners according to the PTS makes it possible to determine how many people owned the movable property in question.

The information mentioned can be very useful when purchasing a used car. The more owners are included in the title, the more likely it is that the car needs to be treated with more care and caution. Especially if the change of owners occurred at intervals of several months.

To determine the number of past owners of a vehicle using a vehicle passport, you just need to look at its back. If not all fields intended to reflect owner data are filled in, then you can add a new owner to the form. Otherwise, the old owner will need to pre-order a duplicate PTS from the traffic police, and then alienate the car.

It would not be amiss to pay attention to what exactly is provided by the current owner of the vehicle for consideration - the original vehicle passport or a duplicate? And for what reasons was a replacement document issued? Information about this can be found in special notes. This part of the form, in addition to the “Duplicate” mark, will contain information about previously issued PTS.

Reference! If a duplicate PTS was issued due to the fact that the first form ran out of space, the new document will contain a note indicating that it was issued instead of the disposed one.

If a passport was issued to replace a lost one, you will need to contact the traffic police department to obtain information about the owners of the vehicle.

How to find out the owner?

Taking into account the basic scheme according to which entries are made in the vehicle passport form, the current owner of a car or other unit of motor transport is the owner marked last in the list. Information about the current owner can be found in one of the fields present on the back of the vehicle passport or its duplicate. From there you can glean the following information:

  • Full name of the current owner of the car;
  • current registration address of the current owner;
  • date of transfer or sale of the vehicle from the old owner to the new one;
  • details of official documentation confirming ownership of motor vehicles;
  • signatures of the old and new owners;
  • information about the STS, when and by whom it was issued, series and number.

If there are vehicle identification numbers, those who want to find out complete information about the vehicle can use online services and this can be done, first of all, using the resources available on the official website gibdd.ru.

Information about the owners of motor vehicles specified in the PTS form must be current and promptly change in accordance with the alienation procedures. At the same time, it is preferable for the old owner to take care of registering a duplicate in advance if there is no space left for entering new information into the vehicle registration certificate.

Step-by-step instructions for adding a new owner to the PTS

The primary page is considered the title page. It is filled out at the time the document is presented in hand, after purchasing a new car from a dealer. Data is entered into the remaining columns as needed. If the title page of the PTS is drawn up correctly, persons will be able to easily conclude a transaction and subsequently register the car by contacting the traffic police.

The space intended for entering data when buying and selling a car is located on 2–4 pages of the form. It is important to reflect data only in empty lines intended to record the fact of the owner’s adjustment.

The block for recording information about the owner consists of 2 parts. It is important to read the explanations contained in the document. You need to enter data only in the place intended for recording it. In this case, some of the lines remain empty. This section is filled out by State Traffic Inspectorate employees. Here they sign and seal. The action is performed when the car is registered with the traffic police. Information about a change of owner is entered into a single database. When filling out the title when selling a car, it is important to adhere to the following information entry scheme:

  1. Initially, the full name is indicated. The information is recorded in its entirety. Abbreviations are not allowed. The line contains the details of the person who purchased the car.
  2. The residential address of the new owner is recorded. It is necessary to reflect information about permanent registration. The data must match the information that appears in the passport.
  3. The date of the transaction is reflected.
  4. Information about the document that confirms the emergence of ownership rights is recorded. This is a purchase and sale agreement. You need to indicate the name of the paper, for example, “Agreement concluded in simple written form.”
  5. The parties to the agreement sign.

If a transaction is concluded between legal entities or individual entrepreneurs who have a seal, its imprint is recorded.
