“Platon” is a system for collecting tolls for the passage of trucks with a carrying capacity of 12 tons or more on federal and regional roads. Large trucks are required to pay through the Platon system for damage caused to the road. Refusal and evasion of payment entails administrative liability in the form of a fine, and in some situations, other troubles for the owners of heavy trucks.

After concluding a contract for free use, the service’s customer support center will issue an on-board device packed in a box. The kit also includes an instruction manual. Free warranty service is only possible if you have the box and documents indicating the fact of delivery of the device and the date of the event, so they must be kept. The on-board unit passport should always be carried along with the documents for the car. Its absence is comparable to operating a vehicle without on-board equipment.
Self-registration
- Go to the Platon system website.
- Go to your “Personal Account” and click on the “Register” tab.
- In the drop-down window “Residence of the vehicle owner” and “Type of vehicle owner”.
- In the “Basic information about the Vehicle Owner” window, enter: information about the individual, address at the place of registration, location address.
- In the “Bank Details” block, indicate: name of the recipient’s bank, SWIFT, current account and name of the recipient.
- The next step is to fill in the “Data of the general manager of the military-technical cooperation”. This is filled out by managers who will collect fees. - Field "Vehicle data". Here you should fill in: country, STS number, identification number, state registration plate, date of issue of STS and upload a copy of the vehicle registration certificate.

Drivers of vehicles falling under Federal Law No. 257 can independently register in the Platon system. To do this you need:

The device is attached to the windshield of the car and reads data about the movement of vehicles along the route automatically. That is, if the owner of the vehicle has funds in his personal account, then the on-board device calculates and collects payment on account of payment, based on the information received from the on-board device.
A BU can be obtained by a user who has successfully registered in the toll collection system. To do this, you need to sign an agreement with the operator and submit a package of documents. Only the owner of the vehicle or the principal can conclude an agreement and receive the on-board device by contacting the support center. One on-board device is issued per vehicle. Operating principles of the system
"Platon" automatically collects, stores, processes and promptly transmits accurate data on the movement of vehicles weighing more than 12 tons on federal highways. To drive a multi-ton truck on federal highways, the owner of the truck must register himself and the vehicle in the Toll System Register.
Satellite navigation equipment allows you to collect information about the movement of the truck, which is then processed automatically. Important information! The movement of multi-ton vehicles without an on-board unit is permitted only if you have a pre-issued route map.
All data on the movement of a multi-ton vehicle is transmitted via cellular communication to the Processing Center, and based on the information received, the amount of payment for travel on federal roads is automatically calculated. If freight vehicles do not travel on a federal road or travel along toll sections of federal highways, these sections of the route are not included in the calculation of the toll.
When a vehicle passes under the frame of a special stationary control system:
- if an on-board device is installed in the car, the availability of money in the current account is checked;
- If there is no on-board device, the system checks for the presence of a route map.
Payment for the movement of a truck is charged from the personal account of the vehicle owner automatically. Within the framework of the Platon system, several methods of paying for travel have been developed: the advance method, for the used mileage and using hanging frames. On sections of federal roads that are not equipped with stationary monitoring frameworks, specially equipped vehicles of the “Platon” system are patrolled.
Advance payment scheme and postpayment
Paying for the passage of multi-ton trucks on federal roads can be carried out as follows:
- before the truck starts moving on federal highways;
- in post-payment mode, with the amount of the contribution approved by the Government of the Russian Federation.

With an advance payment system, the owner of a multi-ton truck must deposit the required amount of money into the account immediately before the trip. You can pay the amount only for 1 trip or for several, then it will be considered an advance for the next trips.

Important information! Until February 2021, the tariff for 1 km traveled by a multi-ton truck was 1.5 rubles. From March 2021 until the end of 2021 it is 3.06 rubles.

Using the on-board vehicle is much easier than using a route map. Money is debited from your account automatically for each kilometer traveled; there is no need to strictly follow the route. - ID card, or power of attorney from the owner, or constituent documents of the company (attach scans when registering online);
- documents for the car - a certificate of state registration, a technical passport (in the online application you also need to indicate the VIN, maximum weight, model and make of the vehicle, license plate number);

Verification takes from 15 to 20 days, after which access to your personal account on the website opens. After this, registration is completed and the client switches to the status of an authorized user.

How does the Plato system work?
Road charges for transporting goods exceeding 12 tons apply only to commercial vehicles.
Based on Federal Law No. 257 dated February 7, 2017, the following types of vehicles are not covered by Plato:
- specialized equipment of government agencies (Ministry of Emergency Situations, Ministry of Defense, Ministry of Internal Affairs, FSB, etc.), functioning for the purpose of national defense;
- transport carrying passengers;
- machines used by healthcare institutions.
The owner(s) of vehicles with a permissible weight of more than 12 tons are required to pay a fee, regardless of the actual weight of the cargo being transported (Article 31.1 N 257-FZ).
The legislation does not provide for the transfer of the obligation to pay this toll to other persons, for example, tenants.
At the same time, Article 421 of the Civil Code of the Russian Federation allows for the principle of freedom of contract, the terms of which are determined at the discretion of the parties. The owner-lessor has the right:
- include the Platon toll in the rent;
- include in the contract the lessee’s obligation to reimburse the owner of the car for the costs of paying for Platon.

Rates
Initially it was planned to introduce a tariff of 3.73 rubles/km . But truckers began to protest, and the fee was reduced to 1.53 rubles/km.
