In what cases is it necessary to change the registration data of the vehicle owner?

Changes to the registration data of the vehicle owner are required in the following cases:

  • there has been a change in the personal data of the owner of the vehicle;
  • the place of registration of the owner of the vehicle has changed;
  • for legal entities - change of location, name of the owner.

According to the law, if there are any changes in your documents (change of address), then you must re-register your car at the new address within 10 days from the day the new registration is stamped in your passport . If you do not do this within 10 days , then you will have to pay a fine of 1,500 rubles .

Based on Order of the Ministry of Internal Affairs of Russia dated 08/07/2013 N 605 “On approval of the Administrative Regulations of the Ministry of Internal Affairs of the Russian Federation for the provision of state services for the registration of motor vehicles and trailers for them”, paragraph 55: Changes in registration data are carried out when the information specified in the registration documents issued is changed registration departments, or if there is a need to include additional information in the specified documents. That is, when changing the place of residence, the owner of the car is obliged to make changes to the registration data. The procedure for changing, changes in PTS, what documents are needed for this, and so on, is regulated by Order of the Ministry of Internal Affairs of the Russian Federation dated August 7, 2013 N 605.

Is the PTS a registration document? Thank you.

answers to the question:

Vehicle passport is a document containing information about the main technical characteristics of the vehicle, identification data of the main units, information about the owner, registration and deregistration.

It contains notes about the transfer of rights to the vehicle.

I didn't see any yes or no in your answer. Is it your fashion to write a lot of text, but not answer the question.

answers to the question:

This is the document on the basis of which the STS is issued, which is a registration document confirming that the instrument has been registered.

Both the title and registration certificate are registration documents. They are interconnected.

Registering a car with the traffic police

Good afternoon, dear reader.

In this article we will talk about registering a car with the traffic police . Registration (change of registration data) may be required in several cases.

Firstly, car registration is required when the owner of the car changes, i.e. after purchasing the vehicle.

Secondly, re-registration will be required if the owner’s personal data has changed (for example, last name or place of registration).

In this article you will learn:

Let's consider these issues in more detail.

Registration of a new car with the traffic police

Registering a new car has an important feature. When registering a car for the first time, you need to obtain license plates (state registration plates) for it. In this regard, the cost of the procedure increases by the cost of producing the numbers.

When re-registering a car for which license plates were previously issued, registration plates can be retained (if the region code on the license plate matches the region of registration of the new owner). In this case, you do not need to pay for their issuance again.

What are the features of specifying addresses?

As for email, applications provide two types of addresses:

  • the address to which documents related to the provision of public services will be sent. This is a mandatory requirement;
  • address of the legal entity included in the Unified State Register of Legal Entities. This detail is optional.

As for postal addresses, in the new forms it will no longer be necessary to indicate the addresses of the place of residence of individuals - founders (participants) and managers of the legal entity.

The requirements for how to indicate the address of a legal entity or the place of residence of an individual who is an individual entrepreneur have also changed:

  • the address must be indicated according to the State Address Register;
  • the structure and sequence of address elements must comply with the rules approved by the Government, and abbreviations must comply with the rules determined by the Ministry of Finance;
  • no longer need a postal code.

Deadline for vehicle registration

The registration of the car with the traffic police by the new owner must be completed within 10 days . In this case, the period begins to count from the moment the car is transferred to the buyer or from the moment the owner’s personal data is changed.

For example, if a car purchase and sale agreement was concluded on January 5, 2021, and the car was transferred on January 10, 2020 (and this is confirmed by the acceptance certificate and entry in the PTS), then the period begins to count from January 10. Those. You need to register your car before January 20 (inclusive).

What documents are needed to register a car?

To register a car with the traffic police, the following documents are required:

  • Statement.
  • Passport of a citizen of the Russian Federation. If the passport does not indicate the place of registration, then a document confirming registration at the place of stay is also required.
  • A power of attorney, if a representative of the owner applies to the traffic police (Starting January 1, 2021, in addition to the power of attorney, a passport of the owner of the car is required. You can do without a passport, but then the power of attorney must be certified by a notary).
  • Vehicle passport - PTS (or ePTS).
  • Vehicle registration certificate.
  • Document certifying ownership (car purchase and sale agreement).
  • Number plates (state registration plates) of the vehicle, if issued.
  • MTPL insurance policy (the original policy is provided by the driver upon request, but insurance must be issued in any case).

The above list of documents is quite sufficient to register a car with the traffic police, but in some cases additional documents will be required:

  1. If a vehicle is registered by a citizen of a foreign state, then the foreign citizen’s passport can be used as an identification document.
  2. If the numbered units in the car (for example, the engine) have been replaced, then you must also provide documents for them.
  3. When changing the design of a vehicle, the traffic police must provide a certificate of safety of the design of the vehicle or a certificate of compliance of the vehicle with the changes made to its design with safety requirements.
  4. Various documents can be used to confirm ownership of a car: a gift agreement, a certificate of inheritance, a court decision, a copy of the protocol of the drawing commission (if the car was won in the lottery) and other similar documents.

More detailed information can be found in the following administrative regulations:

This normative act regulates all possible cases and all possible documents.

How to change registration data?

To begin with, making changes to registration data does not entail re-registration of the vehicle - it remains registered as before. You simply make changes to the PTS, and you will be issued a new STS. The same applies to making changes to the MTPL policy: a new driver was added, but a new policy is not issued. You contact the traffic police MREO, the car is not provided for inspection (details here).

documents with you :

  • identification document;
  • vehicle passport (PTS);
  • certificate of registration (CTC);
  • OSAGO policy.

Go to the building of MREO STSI or MOTOTRER (it's the same thing). Find the “Acceptance of documents” window there and tell the inspector that you need to make changes to the documents due to a change of residence.

Where can I register a car?

In 2021, to register a car, you can contact any registration department of the traffic police in the country. The following options are possible:

  • when contacting the traffic police in the region at the place of registration, the car will not only be assigned a number, but will also be given plates with numbers;
  • When contacting the traffic police in another region, the car will be assigned a number with a region code corresponding to the registration of the car owner. The traffic police does not issue plates with license plates; you need to buy them yourself from an organization that produces license plates.

So registration in another region, which was only a dream a few years ago, is now taking place without problems.

State duty for car registration

When registering a car with the traffic police, the following state fees are used:

  • 350 rubles - for making changes to the PTS.
  • 500 rubles - for issuing a paper certificate of registration (or 1,500 rubles for a plastic STS - from August 3, 2021).
  • 2,000 rubles for issuing numbers.

Attention! When registering a car through the government services portal, you can get a 30 percent discount on state fees. Those. the total registration costs in this case will be 1,995 rubles . The discount is valid from January 1, 2021 to January 1, 2023. You can find out more about it in this article.

The first two fees will have to be paid. The latter must be paid only if your car does not have license plates, or you want to replace existing license plates with new ones. When contacting the traffic police in a region other than the place of registration of the car owner, the fee for issuing license plates is not paid, because plates with numbers are not issued (they must be ordered from a specialized organization).

Providing receipts for payment of state duties is not mandatory, but I recommend taking them to the traffic police. They might come in handy.

State fees for replacing registration data

You hand your documents through the window, the inspector looks at them and gives you an application form to change your registration data, as well as a receipt for payment. You write an application (they will print it out for you, or you can print it out yourself in advance and fill it out with a fountain pen Application to the traffic police in pdf format

.

Or submit an Application to the State Traffic Inspectorate electronically in rtf format

, through the public services portal so that you can fill it out on a computer), sign the application.

Then you pay the state fee at the nearest bank or at a payment terminal.

State duty in accordance with Article 333.33 of the Tax Code - for making changes to a previously issued PTS vehicle passport - 350 rubles or for issuing a new PTS vehicle passport - 800 rubles (if the old one does not have room for a new entry); for issuing a new vehicle registration certificate (STC) - 500 rubles .

You hand the documents and paid receipt back to the window and wait for the inspector to call you. When the registration data of the vehicle owner changes, the PTS itself does not change - your new address is entered there and a stamp is placed. Only the STS registration certificate must be replaced. The numbers also remain old, that is, they do not change.

The procedure for registering a vehicle with the traffic police

The procedure for registering a car with the traffic police consists of the following steps:

  • Submitting an application and documents.
  • Inspection of the vehicle by a traffic police officer.
  • Receiving documents and numbers.

Note. In 2021, when submitting documents through the government services portal, the driver has the right to first undergo an inspection of the vehicle, and only then submit the documents to the traffic police registration window. Those. Steps 1 and 2 can be swapped.

If you have prepared in advance all the documents necessary to change your registration data, then you have nothing to worry about.

Perhaps the only difficulty that may arise when registering a car is the large number of car enthusiasts doing the same thing. The queues at the traffic police can be quite impressive, but the procedure for changing registration data in any case takes one day.

I would like to note that some traffic police registration departments provide 24-hour registration. For example, MO STSI TNRER No. 4 of the Main Directorate of the Ministry of Internal Affairs of Russia for Moscow. So you can come to register your car at any time convenient for you.

After changing your registration data you will be given:

  • car registration certificate;
  • numbers (if necessary).

In addition, all your documents must be returned to you.

The procedure for registering with the traffic police

The owner paid the state fee, signed up for the queue and arrived at the selected traffic police department on the appointed day and time. The further procedure for registering vehicles is as follows:

  1. At a special site, the inspector inspects the vehicle and draws up a report.
  2. The documents are handed over to the traffic police reception, where registration begins.
  3. Obtaining a new registration number with a region code (if new signs are obtained), a new STS and PTS with changes (if it is paper).

You can obtain new license plates at the same registration department of the State Traffic Safety Inspectorate, if it is located in the region of registration of the owner. If not, then the signs can be obtained at any MREO in your region or ordered from the organization that produces them.

Section 3 of the regulations approved by Order of the Ministry of Internal Affairs No. 605 specifies the standards for the provision of services (in minutes):

  • document verification – 30;
  • inspection – 20;
  • decision making – 10;
  • paperwork – 10;
  • signature and issue – 5 each.

The registration procedure does not take more than an hour when everything is carried out in accordance with the regulations.

Examination during registration

If, during the inspection, the inspector identifies a discrepancy in the unit numbers, suspects tampering, or considers the installation of additional equipment illegal, he will order an examination. The regulations no longer require checking the engine numbers of used cars, but an examination may be ordered if:

  • it is impossible to read body numbers;
  • damage to the license plates is visible;
  • there are doubts about the authenticity of the PTS (paper);
  • The vehicle is involved in the investigation of a crime;
  • on the personal initiative of the owner.

The examination will no longer be an ordinary visual inspection, which is required by registration actions in the MREO. This is a comprehensive study that allows us to assess the legitimacy of the CU. They will check using special means:

  • technical serviceability;
  • authenticity of body/chassis numbers;
  • documentation;
  • vehicle status according to the databases of the Ministry of Internal Affairs, Interpol, and banking institutions.

New car registration

The registration steps when purchasing a car do not depend on whether it is new or old. But, as mentioned above, from 01/01/20, registration of a previously unregistered new motor vehicle is possible directly at a car dealership that has the status of a specialized organization. The car dealership itself carries out identification and inspection of the vehicle, checks the documents of the future owner, transfers all information to the registration department of the traffic police, receives and transfers license plates and STS to the buyer. The latter can only apply for an MTPL policy, but in most large car dealerships this can be done on the spot.

Registering a used car

Registration of a used car is a little more complicated due to more thorough checks. In addition, you can leave the old license plates. The number of entries in a paper PTS is not limited, and if there is no longer enough space in it, a new one is issued. Existing insurance can be reissued and must include a note indicating a change of ownership.

Before registering a used car imported from abroad, it is necessary to go through customs clearance. The DCP is drawn up in two copies - in handwritten or notarized form. Before buying, it makes sense to check the car according to the database.

It is important to note that the previous owner can apply to terminate registration if he does not register within the required period (10 days).

Registering a used car will not be difficult if there are no grounds for refusal. If the car is wanted, there is the option of registration by court decision. In this case, the traffic police will require:

  • the court's decision;
  • resolution on enforcement proceedings.

State registration of a used truck proceeds in a similar way.

Registration as a legal entity

Registration is mandatory, regardless of who the owner is, a legal entity or an individual. For the latter, the scheme for registering a car looks more complicated due to the larger number of papers. Additionally you will need:

  1. Power of attorney for a company representative.
  2. Notarized copies of registration documents and the company's charter, as well as cash receipts.
  3. Extracts from the order on placing the vehicle on the balance sheet of the enterprise and from the Unified State Register of Legal Entities.

The application form is common to everyone, but the process of state registration of a car in this case is not carried out in any department. The state duty must be paid by bank transfer and only from the company’s account. Representatives of foreign companies will have to provide information about the company’s accreditation.

Registering a trailer

By law, all trailers must be registered, regardless of their weight, dimensions and purpose. We told you how a car is registered with the traffic police, but a trailer is also considered a vehicle, which is assigned registration numbers with the execution of the relevant documents.

There are no differences in registering a passenger trailer from the car itself. Unless it does not require separate MTPL insurance. Based on Federal Law No. 223-FZ dated July 21, 2014, the policy of the main vehicle simply must contain a corresponding entry. Registering a boat trailer also has no special features. There are additional nuances when registering a cargo trailer.

Motorcycle registration

The rules are the same for all vehicles, but not all types of motorcycles are subject to mandatory registration. For example, motocross and pit bikes do not require this. The procedure and package of documents are no different, but the fee will be lower.

Find out on our website how the registration of a motorcycle with the traffic police will take place in 2021.

Registration of a homemade car

Now let’s touch on the topic of how to register a homemade car. Rosstandart allows the operation of home-made vehicles weighing up to 3.5 tons. The vehicle must be certified in the laboratory of Rostekhregulirovaniya. Technical requirements for the design are determined by the Automotive Research Institute, where the “creation” must be delivered by third-party transport. There it will be appreciated as a vehicle produced in small quantities. Crash testing is not provided.

Registration of home-made vehicles is possible only after an expert assessment of the design. To do this, you need a complete set of technical documentation, drawings and calculations. Re-certification is prohibited. As a result, the owner receives permanent type approval.

It is important for the traffic police to confirm that the structure is assembled from legally purchased components. If it is impossible, a corresponding statement is written. Then everything happens according to the established scheme.
